Issues of development of land transport of goods and transit were discussed at the government session chaired by Prime Minister of the Republic of Kazakhstan Alikhan Smailov.
As reported by Deputy Minister of Transport Satzan Ablaliyev, following the nine-month results of the current year, the volume of road freight transportation in the republic reached 5.5 million tons, which is 22% more than in the same period last year. The share of local operators is 42%.
Positive dynamics in transit are also observed. Compared to last year, there is a 44% growth from 2.5 to 3.6 million tons. The main volume is calculated for the countries of the People’s Republic of China where freight transportation in this direction has increased by two times, reaching 1.5 million tons. At the same time, there is great potential to increase the volume of goods transiting from China to Europe. If the current dynamics are maintained, the level of transit through the territory of the Republic of Kazakhstan will increase by 2029 by 5 times, which will have a positive impact on the development of the country’s economy.
To redirect goods delivered by sea transport to land corridors and increase the share of local operators in transport, measures will be taken to establish customs warehouses, increase the capacity of border crossing points, expand the local vehicle fleet, and introduce an efficient distribution system. Of permits.
Regarding the procedures for expanding the transport hub in Khorgos, Akim from the Zytso district, Bebit Isabayev, reported on the acceleration of the procedure for allocating land plots for roadside service facilities on the bypass road of the city of Balkhash, Akim from the Karaganda region Yermajanbet Bolikbayev. Akim from Kyzylorda district Norlibek Nalibayev also reported on the alignment of roadside service facilities with national standards.
Alikhan Smailov emphasized that the development of road transport of goods directly affects all sectors of the economy. Today, 8 international road corridors pass through the territory of Kazakhstan, with a total length of about 13 thousand kilometers. Among them are Western Europe – Western China, North – South, TRACECA and others.
“In order to increase the flow of goods along these routes and ensure the rapid passage of goods, it is necessary to reduce existing barriers as much as possible. These include long procedures for registering documents and crossing borders, underdeveloped infrastructure, poor organization of transport and many others, and this is what the participants in the process complain about. Transport goods now.
According to him, complaints are also caused by long inspection of goods and verification of documents. At the same time, these issues can be solved through the introduction of digital solutions and the integration of information systems.
Moreover, there is a need to develop bonded warehouses, which are the most important link to the goods distribution infrastructure.
“This is a global experience that will allow us to unload our checkpoints and increase the flow of goods,” Alikhan Smailov noted.
He added that at the same time there are problems in issuing permit forms for transporting goods to other countries. Kazakhstan receives them on an equal footing with many countries. In this regard, the Head of Government issued instructions to review the mechanism for submitting forms to trucking companies in Kazakhstan and not to submit unnecessary requests for them.
The Prime Minister also stressed on quality roadside service. For example, the transit corridor between Western Europe and Western China was introduced more than 5 years ago, and there is still no development in roadside service.
“The situation is similar in all international corridors and domestic routes. Akimats delays the provision of land plots along the roads for service facilities. Accordingly, the infrastructure is not developed,” Alikhan Smailov noted.
He also stated that the national standard, which specifies requirements for service facilities and roadside services, was adopted long ago. This would allow attracting additional amounts of transit. However, many service facilities still do not meet this.
The Prime Minister directed that specific measures be put in place to increase the capacity of checkpoints by the end of the year. In particular, in cooperation with the Ministry of Digital Development to implement full digitization and ensure the integration of all information systems.
Besides, Alikhan Smailov explained the need to develop a roadmap for the development of transportation and logistics centers and customs warehouses, to implement all lengthy procedures for transferring land plots to commercial entities for the construction of service facilities within two months as well as to establish simplified mechanisms for attracting investors and implementing such projects.
“The Ministry of Transport must develop an effective mechanism to distribute foreign permit forms to local companies and make appropriate changes to regulatory legal procedures,” the Prime Minister concluded.
